PERRY'S 2008 STREET
PROJECT PLAN
Improvements to streets will range from
patching and sealing to improving drainage, resurfacing, and in
some cases
complete
reconstruction. The condition of each city
street has been evaluated by consultants and
an appropriate treatment has been specifically identified. Additionally, where
applicable, sidewalks may be replaced or installed
along the collector streets that serve large
areas of the City.
As one of the last remaining projects under
the 1997 tax, Seventh Street has recently
received its milling and overlay. As such,
a
northwest arterial loop has been substantially improved. From Fir to 15th to Wakefield and now 7th street, future improvement
can
now be directed to residential
streets within the loop, similar to the re-engineering
of our public water system a
few years ago. Streets in other quadrants of
the city will be improved according
to
need
under
a
similar development
program—external
arterials first, then inner-residential streets.
OVER 125 BLOCKS PLANNED FOR
IMMEDIATE IMPROVEMENT
After evaluating the City's streets and conducting a cost analysis,
the number of streets that will be improved has been estimated to
exceed 125 blocks. The planned improvements stretch from Par to
Terry Drive and East Boundary to 15th Street, including but not
limited to: 2nd, North 7th, 13th, 14th, Old Hwy 77, and Ivanhoe.
FINANCINGS STREET IMPROVEMENTS
On December
31,
2007,
our
City Sales Tax will
be reduced by 1/2 cent due to the expiration of
the 97 Street Sales Tax. Over the past ten years
we've seen a dramatic increase in
construction
prices. Some estimates suggest these prices have
doubled in the last 5 years alone. The revenue
from another 1/2 cent street tax would
accomplish half of what it has over the past nine+ years.
The new 1 cent proposal includes a
pre-financing package to immediately fund $3,000,000 in
street improvements over the
24-36 months following the
election. This is accomplished by pledging revenues from the
street sales tax and effectively
leveraging the buying power of current dollars
while 'protecting
construction costs from inflation.
In this way, citizens will not have to wait to realize the
benefit of new streets. Funding City street improvements is one of
the most obvious examples
of
investing in
Perry's future. Streets are the arteries and
veins of our community. They are necessary
for resident transportation and are the first
example visitors have
as
it relates to our
quality of
life here at home.
