Perry City Attorney

Bryce Kennedy
Since 1986 and through the present time, Mr. Kennedy has
served as Perry’s City Attorney. Mr. Kennedy legally challenged a
public services company’s twenty-five year exclusive wholesale power
contract, and through a competitive proposal process, made the City
about $5 million dollars derived from the wholesale power discount,
without any additional charge to the residents. By use of a legal
loophole, Mr. Kennedy acquired the potable
water rights to
one-half of Lake McMurtry, for nothing, and without litigation.
Having completed the financing, title work and easement acquisition
for a $10 million water distribution project, with twenty-five (25)
miles of water line and three (3) elevated storage towers, Mr.
Kennedy negotiated the transactions inducing Anheuser-Busch, Inc.,
and CST, Inc., to the Perry Commercial Park. Recently, he closed a
$90,000.00 land sale of 3 acres for a new hotel at the Park.
Mr. Kennedy’s
public law specialties include public transactions, economic
development, franchise negotiations (especially in the areas of
electricity, gas, cable and telecommunications), public financing,
eminent domain, water law and higher education. Mr. Kennedy has
served as Trust Counsel in more than Two Hundred Million Dollars
worth of public bond transactions.
Mr. Kennedy is the author of numerous publications and has addressed
state and national organizations regarding public issues throughout
his career. He is a graduate of Leadership Oklahoma, Class IX.
Mr. Kennedy is married to Jill, niece of TV’s Dr. Phil, who
completed her Master’s Degree in Psychology and works as a counselor
and hypnotist in Enid.
Mr. Kennedy lives on an eighteen acre ranch in the heart of Enid,
Oklahoma, and has five children.
